When a minor turns eighteen, the residence permit for minor age does not simply expire. Italian law allows its conversion, usually into a work or job-seeking permit. A recent decision of the Regional Administrative Court for Lombardy confirms that this is not a discretionary favour. The administration must complete the procedure correctly and cannot shift its duties onto the applicant. Turning eighteen should mean continuity, not exclusion.
